Summary

In general:

  • Law: rules that apply to all.
    • Acts: situation specific rules that apply to specific people and specific circumstances (Students Act, Housing Act, etc.)
      • Regulations: Rules that are Legally binding, generally describing Implementation details of the Act/Law.
        • Rules guidelines/instructions on how to do something correctly. They are not legally binding (ie, 'club rules').

Note that Rules can also be described guidelines that are not legally binding, but can get you expelled (school rules/club rules).

  • Bills are proposals to be turned into Acts or Laws.
    • Can be proposed by a Minister requesting that a Bill be drafted up, upon being advised by his staff, or concerned public groups. Can also be proposed by Members of Parliament, or even a select group to put together a Bill.
    • The practice of the Clerk reading the bill aloud three times dates back to the early days of the British Parliament, before printing was invented or many people could read. The Clerk had to read the bill aloud so that members of parliament knew what the bill was about.
