Summary
The tool issued with .NET20 to generate Webservice code.
It is deprecated, in favour of IT:AD:SvcUtil that was issued with .NET35, when WCF replaced the earlier WebService/ASMX approach.
It is – unfortunately – still used by IT:AD:SoapUI
