To develop the SAML client functionality into your Service Provider/ Application, you'll need SAML based IdP/.

It obviously would be expedient to be able to use a SAML based IdP already available on the web, without having to install anything.

The question is…if you are working within an Enteprise domain, will this be doable? It depends on the Profile being implemented. If you're implementing IT:AD:SAML:HowTo:Understand/Profiles/Web Browser SSO Profile (also known as Light Weight Browser SSO Profile) you'll be fine (and the good news is that it is the most common Use Case for SAML 2.0 as it's all done using Front-Channel Exchanges using the UserAgent/ with no back channel communication.

If the Profile being used requires BackChannel communication, you'll most probably have to install an IdP within your Dev network first (see SimpleSAML).
