Summary
Lucene is the engine, Solr is the car.
Whereas Lucene is the search library, Solr is well known Apache search product (a standalone website) that has been developed around it.
It offers a website for users to build up queries, but also service endpoints that can be invoked by other software.
Much like IQOffice. Just free, faster, and with a lot of big players investing in it.
When to use it
If you just need embedded search, in a single server app, use IT:AD:Lucene.
If you need to share the service across several servers, load balanced or otherwise, consider hosting IT:AD:Lucene.NET inside a REST webapi site, or letting others do the heavy lifting, and use IT:AD:Solr.
