Summary

The default directory where GitHub looks for workflows in your repository is .github/workflows.

For whatever reason, one might wish a different directory. Can they be moved? Appears not:

“As with other workflow files, you locate reusable workflows in the .github/workflows directory of a repository. Subdirectories of the workflows directory are not supported.”
