Summary
As always, being a document mapping a future endeavor, think of it as a best guess of a future expedition, with way points and check-in points – not just a governance checkbox exercise of words.
The purpose of a TOR is to specify the amount and type of work to be accomplished by the project.
It is a governance document that establishes and determines the relationships between all project stakeholders.
TORs are developed once a project has been identified, defined and planned.
TOR of a project provides a clear description of the following critical information: * The project rationale * The proposed project management methodology * Proposed work plans and activity schedules * Expected resource requirements, primarily regarding personnel. * Reporting rules and requirements.
