Almost neat...but doesn't work far enough yet to be useful.
So you can include other Pages (in the same resource) as background Layers.
* In a diagram
* On the `Diagrams` tab
* Select `Background`
* Select `Change`
* Instead of including a background image, select the name of a Tab.
The failure to note is that if A includes B, that's fine. But if B includes C, that's fine for B, but C won't show in A.
